[Messenger] Allow typing into message windows when offline

When intermittently disconnected (Offline) from Windows Live Messenger, typing into message windows is disabled.

If one is using a weak wireless network, this may happen every few minutes, and become very irritating having to wait for Messenger to reconnect before continuing the conversation.

Sometimes it's so annoying that I open notepad to type my message while waiting to come back online.

Do not disable input into message windows when disconnected. Notify the user that they are offline and can't actually send messages another way, such as disabling the send button.
