Diferent Windows Live navigation bars. Needs fixing

Bellow is an image of the 4 Windows Live desktop application's navigation bars. All have a different look and fell.

Mail:
Black/dark blue text. Sliver looking. Hover over has slight 3D felling. When pressed you get a darker, shadow like visual.

Photo:
More flatter look, hover over is flat, When pressed you get same effect as the mail.

Messenger:
same look as mail. When pressed you get the actual "press" look and fell, rather a faded shadow look.

Writer:
My favorite, very clean. hover over is crisp and shinny. SHOULD be like this for the rest. Hover over had faded look,
