[Messenger] Provide "Send file again" button

If an contact declines a transfer request or the file transfer fails there is no easy way to re-send the file. The only way is to again drag'n'drop the file into the messenger window or dig through the open file dialog again.

Provide a "Send file again" button on failed file transfers.

It would be great if this appeared as a link beneath the file transfer, like with the "Accept" and "Ignore" links for incoming transfers.
