Windows Live Toolbar adds unnecessary search bar by default, no option to remove it.
I have no grudges against this, I think there are some people that like two search bars, but this takes up a lot of space and looks real cluttered. It could be replaced by some other functionality, like a scrolling "what's new" etc.
Give an option to remove the search bar and disable by default.

I dont get the need for toolbars as most of the funcationalty is in mordern web brosers. (Search boxes, favorite websites in top bar (like firefox) etc..
To remove any component of Windows Live Essentials, you simply run the uninstallation wizard...
i despise the extra search bar. I want a way to combine the favorites bar into the live bar, it's could go where the search bar is.

Problem is its not tied to the Windows Live Essentials. The Unistallation Wizard removes most of, but not all, the crap associated with IE(7&8).
I agree with OP, should have the option to turn it off. Its clutter and even if its small, its eating up thread usage.

I don't know, since I've never installed a toolbar.
