I have now created my own SkyDrive API and set-up my own way of obtaining permanent direct links to files on SkyDrive:

It looks like Bing have developed their own URL-shortening service, called "binged.it".

http://binged.it

The redirect uses the preferred HTTP header for search-engine optimisation (301 Moved).

E.g. A Tweet by Bing Travel:

Minify is a verb, and it is a word, within the popular lexicon of web usage and development. The term is widely used, and is universally understood by those to whom it is relevant.

I concur. A public API for SkyDrive would be very useful.

In case you find this useful, I have created an unofficial API for SkyDrive, which I have named "SkyScraper":-

There is an official API for SkyDrive. Indeed, this is how official client applications, e.g. the Windows Live toolbar, communicate with SkyDrive. However, the official API has not been publicised or documented by Microsoft. Presumably, therefore, it is not intended for public use, or at least not yet.
