To remove any component of Windows Live Essentials, you simply run the uninstallation wizard...

Problem is its not tied to the Windows Live Essentials. The Unistallation Wizard removes most of, but not all, the crap associated with IE(7&8).
I agree with OP, should have the option to turn it off. Its clutter and even if its small, its eating up thread usage.
Windows Live Toolbar adds unnecessary search bar by default, no option to remove it.
